When you search on Google for 'java error 1723' you will find some more information. If you want Java to work in your web browser, which is most likely a 32-bit program, then download and install the 32-bit version of Java - the 64-bit version does not include a plug-in for 32-bit web browsers.
Note: 64-bit Windows can run both 32-bit and 64-bit Java. If I'd guess, I'd think that the installer package you are trying to use is corrupt, or you are not using the right version that matches your Windows version. Unfortunately even they seem to not know at this time what the exact cause of this error is. There is a problem with this Windows installer package. Here's what Oracle itself has to say about it: Error 1723.
But this is not a common error though, it should not normally happen. If it can happen to you, it can happen to your clients.
